An important part of chemical attack is also mechanical. Capillary action will take you (or the penetrating oil) only so far. Mechanical stimulation takes it the rest of the way. Differential thermal expansion, shock, etc. produce tiny gaps between the plug and head threads, and the oil gets in there. This lubricating action promotes a little more local movement, so under impact or expansion, the oil can move in a little more. We're talking about some pretty small distances here.
So it's important to give a little mechanical stimulation to the process. If the car won't be on the road, start it up once a day or two and let it warm. This will provide the thermal expansion to let the oil penetrate. Another trick is to slide the spark plug wrench socket over the plug and tap it gently with a small hammer. You're not trying to bust it loose or round parts over; the small shocks create very tiny movements that let the oil just a little farther in. Once lubed, the next shock extends the reach. Just a few light taps every time you apply the oil will really help.
