I've not found the bounce test to indicate any failed shocks. Usually a symptom, such as what you describe, combined with how much mileage is on them leads to replacement. Shocks are cheap enough, and easy to replace so if they're original it's good maintenance. Very little else in the rear, aside from broken trail arm or loose axle mount could cause the skip. FWIW, when searching for the cause of a swervy braking phenomena, I discovered that two of my original shocks had developed leaks.
