car. Throw in a new air massmeter at the same time together with the oxygen sensor. A leaned out mixture will raise the Nox.
Using a mechanic that doesn't have the basic skills how emission is created can be very costly in the long run.
Does he have an emission analyzer at all?
Did he measure the voltage from oxygen sensor?
Does the mechanic know where the fuel mixture test plug is? It's to the left side of powersteering reservoir (on the outside of inner fender). Using an analog volt meter, he can determine the fuel/air mixture by measuring over two of the three wires in the test plug. The volt meter should flip between 0 and battery voltage in an even pace.
Another thing, since you have an 85 16V, they have bad problems with deterorating engine wire harnesses, so your problem could also be electric signal that goes out of whack sometimes because of cross feeeding through a bad wire harness.
