High nox is generally vacuum leak/lean mixture. could be carbon canister valve leak (have to replace canister) or could also be excessive advance.
as for the O2 sensor...test it...google 'snap test' and O2 sensor and research how to test an O2 sensor.
You might also get a new mechanic....one doesn't just throw parts at things...he should have been able to test the precat emissions and KNOW the fuel mixture.
He should also be able to graph/display the O2 sensor behavior at 2500 rpm and note whether it crosses ¿ver within 100ms when throttle is snapped. Should have 2-5 crossovers per second at 2500 rpm. Should NOT have high (rich) or low (lean) constant readings on sensor if you use DVOM. Use high internal resistance voltmeter, >10Mohm.
