be hard to cut and not get shavings into the primary case. Feel around in there to see if there's an edge on the back of the shell (towards the inside of the primary case) that you can get a screwdriver or some kind of prying device onto.
Another thing to explore is getting some kind of thin screwdriver in between the shell (not too far, because you don't want to gouge the sealing surface) and pry some of it away from the side of the hole. When you pry it away from the side enough, you should be able to extract it easily. It won't get dropped into the primary case if you have the primary shaft in there.
If you got that metal shell out and there's a ring of rubber left, you should be able to carefully cut that with a utility knife and get it out. In that case LocTite 518 would be a good precautionary sealant.
