Inner driver housing torque specs? + more

Trying to confirm torque specs for inner driver housing possibly aka as differential flange: the 6 X 12mm hex bolts
http://www.saabnet.com/tsn/bb/900/index.html?bID=227749
says 2.6 ft/lbs, but I have notes from Townsend - can't currently get thru to the site - the spec 20 ft/lbs.
Which is correct?
Also - a longer story is involved - but is there any reason why the differential (inner) roller bearing aka diff/trans carrier bearing _cup_ wouldn't be pressed all the way down into inner driver housing, effectively pinning the 'bottom' oil lip/circular ring, so that there is very little to no play between the cup, the lip/ring, and the inner driver housing (cup may have unfortunately been moved/repressed by Saab Indy, so am now concerned about differential preload and backlash). The top of the cup presently protrudes ~3mm from the flange, with room to press it more deeply into the housing at least 1.5-2mm
