That's usually how they start to malfunction.
Open the passenger door, flip backrest forward, turn ignition on, move the door latch to "closed door" position with door still open (if belt goes backwards now, it's nothing wrong at this moment and you have to wait until it fails again).
If belt stay in forward position, tap on the belt reel under left side of passenger seat (not the belt reel on right side, that's the lap belt).
If belt starts to move, you found the problem and just need to remove seat and change the belt unit.
