"92 900S Needs Help

The ignition input signal to pin 17 on the 2.4.2 is specked 2-3 VAC. Using an analog VOM (Simpson) I read a appx 12 VAC with ignition on, which drops appx 3-4 volts and fluctuates when cranking. Is this right? I have NO output signal to the fuel pump relay or injectors. Ignition has good spark. Could this signal be the problem? If not, what input sinals, when wrong, are deal killers for the LH module.
Any ideas or contacts where I can find help are appreciated.
