NYC Emissions 87 900T???

I just had my 87 900T inspected in NYC. they have pretty strict standards. The car is dyno tested and the acceptable limits were as follows:
HC .80 gpm CO 15.00 gpm NOx 2.00 gpm
My car did: .92 gpm CO 3.00 gpm NOx 0.47 gpm
So it looks like I failed on the HC by .12 gpm. Here is the kicker, I checked the past 4 years of inspections I did on this car and the limits were as follows:
HC 2.00 gpm CO 30.00 gpm NOx 4.00 gpm
My question is this. Is it possible that the emission standards were made more more stringent by 100% or more? Does anyone in NYC who had their SAAB 900 T inspected recently know what the limits are? I think they may have put in the wrong car data in the hope that I would tell them to "fix it" so it would pass. They could then do nothing, charge me a few 100 bucks for "tune up and parts" and retest the car with the correct info and voila! the car passes and my wallet is emptied. I know I sound like a cynic, but this is Brooklyn, NYC. BTW, the car runs great despite its age and 173,000 miles. TIA
