Sorry I don't know NYC standards, but maybe you could find the info on a NYS gov website, and it does seem strange that the standards would change on an old car. Could be the shop made an honest mistake or maybe not.
Re: your scores, I find them a bit unusual, because normally well-maintained classic Saabs will fail on NOX and pass the HC and CO with flying colors. The O2 sensor can get caked a bit and tell the engine to run leaner than it should, thus flipping the NOX up and the HC/CO down.
So you are experiencing the opposite, the car is running a bit rich (or the cat is fading into the sunset. If the cat and O2 sensor are fairly new (or you don't want to replace them, you might try a couple of things. 1) put in a higher temp thermostat, e.g. 89 vs 82 degree C. 2) Advance the spark a degree or two. What should happen is the NOX will go up a bit and the HC and CO will drop. Note that the NOX will jump fast once you get too lean, so the timing may need to be fiddled with. A good independent shop might adjust(or let you) the timing while the sniffer is hooked up to get the car to pass. My guy in NJ will do let me do this.
