I recall that the lower control arms (A frames) are secured to the frame by two (I think an aluminum) pieces that hold the rubber bushing that the A Arm bolts into (oriented F to R)with one big nut (on each) and then that each piece with the bushing bolts onto the frame with three bolts. What is rusted? The frame? Or did the bolts just come loose and the piece can be bolted back on? I remember replacing my bushings and that the bolts were not all that tight for a chasis part.
The lower control arms on SAABs can rust and break at the pivot point and will typically snap when backing up. If this is what your problem is, then its fixable by a competent DIYer for under $200. If its truly the frame, its a different story. Search the board for Scanwest control arms to see this discussed.
