I don't have or use a torch...I have a 110 volt Lincoln mig welder and a variety of grinders and cutting tools. And yes, I did it myself on the frame repair. I think it took me around 12 hours to beef it up and put it all back together.
As far as fender rust repair, I have never replaced a whole fender...and would never even attempt to. Too many spot welds to drill out and very time consuming. I'd just cut out the rot and replace the fender lip by welding in a repair panel available from the dealer, then using bondo to cover the weld, sand, prime, sand, prime, sand some more, then paint. Body work is an artform, and I'm still learning everyday.
