Recall that the AIC works by allowing air to bypass the throttle plate to maintain idle RPM.
On a car of this age, you might be getting a (small) leak from the hoses to the AIC if they are old and hard. If you get such a leak, it will allow the car to idle at close to the set RPM even if the AIC is completely closed. If you can find a newer hose at a salvage yard, swap it. You might also try a zip tie on the hose and see if that helps. You are most worried about the hose that connects the AIC to the throttle body after the throttle plate. Try a zip tye on both ends of this hose.

I had a problem with a sticky AIC that occured in Alaska, where I had recently moved to. A local guy suggested I clean out the AIC with carb cleaner or Gasoline, then use powdered graphite to lube it.
