As Ted says, the AIC sets the idle. This consists of a little motor working against a spring (depending on year). THis sets the air flow into the engine. The ECU measures the air and sets the fuel to get the right idle speed.

Since the airflow at idle is pretty much the same all the time, the AIC sits at the same place pretty much all the time. The contacts wipe over the same area, and eventually the contact areas get dirty. This causes bad connections, poor AIC response, and a lousy idle.

So why the AC? When you turn the AC on, the load on the engine goes up, and the ECU schedules fuel differently. Different load means more air to keep the same idle, so the AIC goes to a Different Position - one where the contact points are a little cleaner. Good connections, good AIC response, good idle.

That, and with a little more air and fuel, the engine runs a little happier.

I would try cleaning the AIC. Check the archives for AIC cleaning. Most folks have done OK with soaking them with contact cleaner and/or Gumout. However, it's possible that the contact points are too worn for the AIC to work. In that case, a fresh AIC may be the only solution. I don't recommend a used AIC, because used parts have worn spaces just like yours.
