more fuel?

I recently turned the F and P pots up on my APC box, each about a quarter of a turn from stock (i believe stock, havn't changed it before, was mom's before me). so now they are at about the 6 o'clock pos.
anyways, i took it onto the highway, and noticed that the guage would go up to the red, then drop a bit, then back up, and drop etc. so I assume that I need more fuel to keep up with the turbo.
What are my options? I am pretty sure I need the upgraded (3.0? 2.8? what is stock?) fuel injectors, maybe a new FPR (rising rate? fixed?). can I get away with only doing one of the two? use one without the other? My intention is to just have a little more fun merging, so I don't need to go full into it, mainly because I am still in college, and want the car to last until I get out without problems.
So basically, what are the options I have? just turn it down and not worry about it, so the car will last? invest in the fuel injectors / FPR? How much would something like that cost? Can I run higher octane fuel to stop knocking, causing the turbo to retard (i've heard this doesn't do much)?
