Repost - Idle issues - please help!

1986 SPG, 8k miles on engine rebuild
Needs to be held at 2k rpm until it warms up. At each stop, idle goes down to ~1100, gradually decreases to ~750 or so.
So far, I've:
replaced 75% of the underhood vac lines with silicone
tested cold start with 4 different AMMs
tested coolant temp sensor (see below)
cleaned existing AIC and
swapped in a known good AIC with no change.
Oxygen sensor is only fluctuating from 0.12 to 0.18 Volts at idle, so I've gotten a new one to install, but that shouldn't have anything to do with the cold start, right? (While I'm on the subject, can anyone tell me which wires are which on the Bosch 3-wire universal?)
On the coolant temp sensor: test OK per Bentley, but the wires in the harness are missing some insulation and are somewhat cruddy. Continuity in the socket itself is fine, but could the wire crappiness cause the ECU to think it's never cold?
Is there something I'm missing that could affect both cold and warm idle?
Things I've done that haven't altered the idle issues, but that may be important otherwise:
Red Box spec APC
Viggen BPV
3.0 Bar FPR
24# FMS injectors
New Saab air filter
New Starla/Walker muffler and tailpipe (with rattles!)
