As Tim says, 12.5 is too low. Anything less than 12.6 will not charge the battery. 12.6 is the normal no load battery voltage. In order to charge the battery, you need to put more than 12.6 volts on it, otherwise current won't flow in.
Chances are the voltage regulator brushes are worn, based on the fact that you could get the battery light to go out at high speed. However, you could also have a bad alternator diode.
Any decent shop would know that 12.X is not an acceptable value.
