I don't know if it's the best method, but I'm dealing with the exact same rust area on my car ('89 900S w/ 166k). I have the luxury of having my father's tools at my disposal. I just ground out the old rust with the Makita grinder and then riveted in some small aluminum pieces to make a base. Then, I used bondo to rebuild the arch and I'm going to paint... hopefully the beginning of next week. It's not a perfect solution, certainly, but I didn't want to buy a new fender to put in; this option is very inexpensive. I presume it would be more money to have someone else do it, in which case you wouldn't want to pay to have it done twice. I guess it depends on how much you like the car and want to keep it.
