Aluminum and steel in contact in the presence of an electrolyte
(water with impurities a.k.a. moisture does just fine) tends to
undergo a process known as galvanic corrosion where the two metals
act as a battery, causing one of them to corrode. In this case,
the aluminum will corrode because it is more electronegative
than steel. The solution is to use a non-conductive seperator
material between the two metals. Some type of epoxy, undercoating
or sealant would probably work. Don't use silicones that smell like
vinegar because they exude acetic acid upon hardening which promotes
corrosion. Also, the rivets you're using should be are coated
with a non-conductive substance. Make sure to use a grinder to
remove all of the "bad" metal, and, ideally, make the repair from the
_under_side, because it is more exposed to roadspray, salt, etc, than
the top...
Welding sounding more attractive now ? ;-)
