Only the cam cover needs to come off. A new chain is rotated in using the existing chain.
At least that's the way the book says. I haven't done it that way because at 200K when I had the engine overhauled (rings, seals, gaskets) the new chain was put in with the engine out of the car, along with cam chain slider/tensioner.
There's a kit to rotate in the new chain, master link, etc, etc. You MUST keep both cams properly turning with the crankshaft when you feed in the new chain or you will bend valves/break pistons.
