Front brake repair on a 1982 Saab 900i - Estimate!?!

Trailerd yesterday the poor Saab to the specialist in Cologne. He was stunning about the Saab - rustfree and very well looking!
Estimate for the brake: Changing the master brake cylinder/servo unit, rebuilding the 2001 fitted front brake calipers (rebuilding needed after only two years...), better fitting new front brake calipers, changing the whole handbrake system to a new one, renewing the rear brake calipers (not really needed, he's recommending strongly the change), new brake discs (front and rear - where renewed in 2001, mileage since then 15,800kms), new pads and some other small parts.
To solve the still persisting cold starting problem he recommends the change of: Electronic Master device (thing that is mounted on the left inner wing), new distributor (new one fitted in 1999, 23,400kms since then), new injectors, cold start valve (new in 2003), new inlet manifold with the throttle housing and a lot small parts.
Estimate is double of the value of my Saab (parts and labour) The big tune up afte all work is finished I'll get for free...
Remember: Saab was always maintained at a Main Saab Dealer Workshop, low mileage (112,000kms), second owner now. Value is around EUR 2,500.00 (1982, 900i (fuel injected), non Turbo, Automatic) in Luxembourg.
Should I order the work and parts?
Any suggestions?
