You can get the parts for the brakes - new - for about 320 euro. That's a master cylinder, calipers and rotors. Oh yes, pads too. Does a new handbrake system mean new cables etc? What happened? If you have new calipers you have a new handbrake, basically. What is attached further are cables and a lever. Nothing very complicated. If a cable pulls it pulls, that's all.
Instead of a whole new manifold with everything attached that will probably only worsen things - I remember my '87 900i that started superb with a bad head gasket and needed endless cranking after the fix - you might consider changing out some gaskets. Buy a head gasket kit for around 45 euro and you'll get a new head gasket, inlet manifold gasket, waterpump gasket, thermostat housing gasket, exhaust manifold gasket and maybe something I forgot. I'm not saying you'll need them all, but it's a good start.
The shop asks so much because of the amount of labor involved. If you're willing to do that yourself it's worth the trouble. If not, I dont think it's worth the investment. You might consider buying a parts car. I sent you a list of some available cheap cars in the Netherlands. Life was very much fun when I had a parts car!
One more thing: I have the experience that saabs don't like to sit around. They need to be driven, especially the older ones. That's because of the front brakes. Everything jams in there when it's not used. As you said, a clumsy design. I hated it. I'm glad I have a 1990 model now, with the easier front brakes and the handbrake on the rear.
