Obviously, I can't see inside the engine and all we have to go on here is what you have said in your post. So we go the diagnostic route to eliminate possibilities. If there's water in the cylinders, then the headgasket is probably blown and the head may be warped.
It's also possible that there is coolant down in the spark plug wells, shorting out the plugs. The only way you find out for sure is by taking off the spark plug cover while you're on the way to taking out the spark plugs.
Richard Miller may be right as far soaked ground points or corrosion in the cable. You never know till you look.
Heck, if it's otherwise in good shape, I may want to buy it.
