Sounds like your APC system is not functioning. First, make sure that the connector to the APC computer is securely plugged into the computer located in the left outside fender liner area.

Another quick test is to pull the plug on your APC solenoid(up near coil on top of radiator) to disable the APC, and then test drive the car. If max boost is the same, all you're getting is base boost, and the APC system is not working.

Then, plug the solenoid back in and check that that the solenoid clicks once when you turn on the ignition(don't start car, now) and that you have 12 volts at this plug to the solenoid with the ignition on.

If still only base boost go to this page on townsendimpports.com tech documents and follow the complete troubleshooting procedure. Your problem is pretty easy to diagnose and fix.

Once you get the boost going up close to red, set base boost to between 5-6 psi with a boost gauge. As noted by others, your base boost is probably only between 3-4 psi. The base boost is increased by shortening the wastegate controller rod.
