You don't have base boost, you have NO boost. If the problem was related to APC or turbo electronics, you would get boost into the mid yellow, but not to the top of the yellow. Needle between white and yellow means no vac, no boost. I'm surprised that any mechanic could check turbo funtion and not check the wastegate.
1st, check the wastegate manually. Get under the car with everthing cold, look up at the turbo from underneath, and you'll see a rod running from a flat metal cylinder (the diaphram that actuates the wastegate) to a flat piece of metal. The flat piece should move back and forth around a pivot point on the wastegate. If it doesn't move, you wastegate might be stuck open. I used CRC Powerlube. It was recomended by a local machinist as a spray lube that doesn't break down under intense heat. Spray liberally and work the flat piece back and forth with a pliers.
2nd, check all the turbo plumbing between the turbo and the throttle body. You might have a torn or cracked hose or a cracked pipe. Remove the hooter valve (black plastic down under the turbo with 2 hose connections and a small vac line going to it. If it has failed open, your boost might not be getting to the throttle body.
3rd, with the hoses off, you should be able to get at the impeller on the turbo itself to see if it turns freely.
