If the needle is stuck at the gap between the white and yellow, then the hose has simply fallen off. That gap is atmospheric pressure.
As others have mentioned, there is a three-way tap - the vacuum/pressure line comes from the intake manifold and goes to the three-way. One line goes from there to the APC solenoid, and the last line dives into the firewall.
Once behind the firewall, it splits yet again. One line goes to the turbo boost gauge, and the other to the fuel cutoff switch, which is mounted on the firewall in the driver's footwell. Look up under the dash - you may need to pull the carpet back.
If the gauge absolutely does not move, then the hose has come off. It could have come off either at the gauge, or at the T-split where it branches for the fuel cutoff. If it moves a little, then the hose may have fallen off at the fuel cut-off, or a big leak has developed. With a leak, some pressure/vacuum will still make it to the gauge.
Find the three-way in the engine compartment, and pop off the hose that goes into the firewall. Suck on that hose. If you can pull air easily through it, then something has fallen off inside the dash. If it's hard to pull air through, see if the gauge is moving (I doubt it).
If the gauge is stuck at any other point than the white/yellow gap, or it's hard to pull air through, then you may have a bad gauge. Most likely something just fell off.
