Fuel pump and pressure question

I am having a severe hesitation and misfiring under boost. The car starts and runs flawlessly right now except when the boost gauge goes above atmospheric.This is actually an improvement over the situation yesterday. The car would not run at all yesterday before i changed the fuel filter.

For various reasons I suspect that the fuel pump may be the culprit (ignition system is good, good AMM, good oxygen sensor, and no vac. leaks).

The pump has good voltage, runs with not too much noise, and I checked the fuel delivery and it seems to be good (over 1 litre/30s).I have not been able to do a fuel pressure test yet.

Question is: Can the fuel delivery rate be acceptable but the fuel pressure still be too low to provide sufficient fueling under boost?
