The fuel delivery at low pressure could indeed be lower than the rate at full pressure if the clearances in the pump are worn hign enough that you get bleedback through the pump under pressure.
Examine some easy things before you do anything with the fuel pump, though.
Take a look at the rubber boots on the ducts between the turbo and the intercooler and between the intercooler and the throttle body. After years of exposure to the oil in the induction system from the PCV, the rubber parts can deteriorate. If the hose clamps are loose or there are small splits in the boots, you'll lose boost when it goes above atmospheric and give exactly the symptoms you describe.
To check the boots for splits, you'll have to take them off and inspect them as you flex them.
The hose running to the bottom of the AIC valve can also contribute in the same way.
