I fought w this particular prob about 3 weeks ago; there IS a particular orientation for the pump in the tank. If you look closely at the flat top surface of the pump you'll see a single raised "line" about 1/2 inch long. On the top of the tank at 3 oclock when facing the front of the car you will see a little bump. (I had to really clean the crud to see it) The mark on the top of the pump and the tank need to be lined up almost exactly. That "thing" is a venturi type pre-pump that uses the return flow to pull fuel from the tank into the housing the pump sits in. Prevents cavitation with a low tank, and helps cool the pump. If it isn't oriented correctly the pump will be starved for fuel unless you have a full tank. Drove me crazy for a week till I found the mark on the tank. I also had to replace the plugs to get it to run right.
