It is several devices that absolutly have to be up and working in unison for the engine start easily.
The worst scenario is if the outside temeperature is howering around 65-75 F.
The 1983 actually have a better setup of cold start than the 84 to 86. In 87 Saab came out with some updated parts that made it a little bit better.
First and foremost, the cold start valve have to have ground. It gets that from a thermo time switch on the intake manifold. The thermo time switch in itself is a sensitive device and if you apply power to the wrong pin (through a test light) you actually heat up the switch so it looses it's ground signal temporarily. That could be mistaken as a faulty switch.
Cold start valve needs to get a power signal from the starter when cranking, and another power signal from the a vacuum switch when pressing the accelerator. That vacuum switch is located above fuel filter.
Varm up regulator have to be adjusted to perfection (regarding cold start fuel pressure), should be around 20 PSI at 65-70 F.
Air aux valve have to be as open as possible when cold, it can be adjusted to a certain degree but it also might have to be replaced.
Throttle body needs to be clean as a whistle (as for carbon deposits) and the butterfly opened up to maximum allowing a steady idle at warmed up engine of about 900-950 RPM.
Fuel mixture needs to be set at a duty cycle of 45-50 %.
All these checks and adjustments takes about 1 to 1 1/2 hour for a professional Saab mechanic. But it can take a life time of trying for another shop that isn't completly familiar with the Saab CIS system.
The Volvo CIS system is similar in style but still have it's share of special treatments to get them started ok cold.
