Why not take an hour drive and get it inspected north of there?
If the law is that discriminating against real car drivers, why not? You were close.
This assumes there is nothing terribly wrong enviro-wise with your car. If your cat isn't plugged (mine probably is) and your oxygen sensor is pretty fresh and the timing's on and you've run some serious FI cleaner and the mixture is right and the air filter is clean and you don't have vacuum leaks and don't have any serious compression problems and you are driving a stick (sorry, had to throw that in there) you should have no problems passing emissions. If you do, it's the test's fault.

You drive a Range Rover??? 'nuff said

Anyway, I live up near Rochester and a frelling lawn mower could pass state inspection up here. Just get a sticker up north and rest assured you're not responsible for more than your share of air pollution.
After you sell the Rover.
I'm opinonated on the RRs, obviously, but try to read through it. I want to see more '85 Saabs on the road, not less; they are great cars. NY politics is, well,
....
It could be the Californian Circus, so that puts it at second-to-last place. I'm obliged, just once, to say f@$k 'em, and their law to that.

Didn't I read some press about the 1993 900 (pretty much a larger version of the same motor) making the air going through it cleaner than when it came in or something like that?

I do plan on replacing my catalyst, just for the sake of my conscience, but for now I have to make tuition money (Thanks, Governor George!) and it will be put off.
Cheers
