I have a 1987 Convertible and when I got it the cruise didn't work.
I check the electrics first and found nothing apparent. Then, following instructions on Tom Townsend's site (it appears to be down right now and I haven't been there in a while so I hope the info is still there!) I started at the pump and the various vacuum lines that are in that area. I was lucky, there was a short, 2"-3" line from the pump to a valve that was seriously cracked. Off to the auto parts dealer, Canadian Tire, and a 6' length of clear vacuum line, not rubber(not bad) and not silicone(the best) but servicable and once it was in place everything started working. Its been close to 26,000 miles since and it still keeps going. Good luck but be patient with the task and if mine is any indication, there is a slight delay from pressing the set button and when the cruise control takes over - probably building up vacuum in the system.
