If it changes with speed, it's the speedometer cable or speedometer internals.
There are two rheostats (dimmers) for instrument lighting. One is the right hand knob on the instrument cluster- that controls the lighting on the cluster itself. The other is the round knob below the headlight switch (and fogs and power mirrors if so equipped) almost hidden by the turn signal switch. That controls the headlight switch and all the ventilation controls as well as the four buttons, ash tray light, et cetera. The vent control rheostat is a known failure item, although our '85 only failed at full bright. We made do with just under full bright for around ten years.
The instrument lights in your case run power through the headlight relay so they'll only be on with the lights.
I'd check fuses first. Then the rheostat, then go relay and wire hunting.
