Should boost gauge get into red zone on '93 TC?

I have a '98 9000CSE (2.3 turbo), and although I have a BSR remapped ECU that bumps the boost psi from 11 to 16 and upwards to 20 (so the gauge is always in the red, but even when stock will get into that zone), the gauge on my "new" '93 TC 5-spd never leaves the middle of the yellow. I'm assuming this is base boost, and that the max boost is being limited due to a problem.
I haven't had a chance to check anything on the car yet (just purchased it this week), but I want to know what to look for if in fact the gauge should be getting into the red zone. I'm versed in the controls of the 9000 (Trionic system), and do not know how the controls work on the '93 TC.
I don't know what fuel octane was being used previously, but I have been using 93 octane since owning it, so this is probably about 3 tankfuls so far. How long does it take the ECU to adapt to a higher-octane fuel for better boost?
