One big difference between the electronically injected C900s and the trionic 9000s is that the 9000s have all aspects of engine/boost control wrapped up in one ECU. The 16-valve C900 Turbos have a separate boost control box (APC), a separate ignition amplifier, and a separate fuel injection ECU. They don't talk much, so there's no boost adaption process like there is in the later 9000s.
The APC in a C900 is pretty simple-minded compared with a trionic or DI-APC. It listens for knock, looks at RPM, looks at manifold pressure, and modulates boost based on those 3 parameters.
The fuel injection ECU is comparitavely simple-minded, too. It sees RPM, O2 sensor, and airflow and uses those for control. It doesn't see the knock sensor at all and doesn't do any significant learning.
Just like John says, it sounds like you're at base boost. Check the basic boost FAQ and also check that your spark plug wires are Bougicords - they keep spurious EMF from the ignition from tricking the APC into thinking that it sees knock.
