I read all the responses. Then I called four SAAB shops about getting a camber alignment done. They essentially said that something else must be causing the outer wear problem because cutting only 1.5 rings of the coil springs off should not cause such extreme wear. They were concerned that adding the maximum amount of shims to the upper control arm may still not bring the camber into an acceptable range. So I ordered matching longer balljoints to put on the lower control arms, and will be installing them within a week. Then I will get the camber checked at an alignment shop. The lowest quote I've gotten so far is $250 for a toe/camber/caster alignment, which I think warrants a few more posts to saabnet. If I annoy you then just ignore my posts.
I'm not a suspension expert or else I would not have to post questions here. It would seem that since the coil springs are located on top of the control arms structures, the camber change (if any) would not be enough to destroy a pair of good tires in 1000k miles. So, since I dont know about this suspension stuff, I posted AGAIN with a more specific question. It doesn't mean I didn't consider the following responses.
