Obviously not right. I would give the car a fresh set of ngk bcp7es plugs gapped to 0.024" and a new cap a nd rotor. Then set the timing to 16btdc.
Then unplug APC solenoid and see if boost is different. If no change, you are stuck in base boost and you need to sort out the APC box and solenoid.
If boost drops even lower, your APC system is operating but you need to reset base boost to 5-6.5 psi by shortening the wastegate control rod.
