When you check the "measuring rim" size, you usually find that the 205-55-15 is measured using a wider rim than 195-60-15. You OTOH will be using the rim you have (or the one you buy) for either tire. If it's a 1/2 inch rim difference, that's a 5 mm section width difference, so the 205-55-15 *as installed* has but a 5mm wider section width and the same height sidewalls. Not much difference, eh? Well, there is one more thing
... the tead width for the 205-55-15 tends to be substantially wider, so there's less of tendency for the tire to "roll over onto the sidewall" during high cornering loads. Also, the lower profile tires tend to come in higher speed ratings, which often translate into stickier tread rubber. For example, the prosaic BFG Touring T/A is S or H rated in 195-60-15, but in 205-55-15 it is "V" rated. The V-rated tire is also made in a circumfrential (multi-part) mold, versus the "clamshell" mold used for the lower speed rated tires. This means more precise manufacturing. Users have reported excellent performance with the 205-55-15 BFG, including on-track. Not what you'd expect from the HR version.
