It sounds like the heater valve froze up.
I've done worse jobs than replacing this!
You need to remove the knee bolster and lower air ducts. Removing the driver seat makes getting under the dash much easier, but it doesn't need to be removed.
It's easiest to remove the valve and heater core together. Otherwise some of the bolts on the valve are a real pain to get to.
It's probably a two hour job.
