Brake problems.....

So what a surprise, I fail MA inspection on the first try this year. This time, it is the brakes. I go to a testing station in Medford, MA where they only do inspections, no repairs.
The testing guy says "The brake pedal is too stiff and when I slam on the brakes, only the front wheels lock up, therefore it fails"
Does this make any sense? and if so what to do? I replaced the rear brake pads and the right rear brake caliper 1 month ago -DIY. The Ebrake works great and the brakes feel good to me - like they were when the pads in the back were good (long before replacement). Why would a stiff brake pedal be bad? It is not stiff, the play in before actuation is just short. Why would the brakes in the back lock up any way since the car has antilock brakes?
ARGH! Any thoughts greatly appreceiated!
