I thought that you were getting inspected at a quasi-state facility like what we have in NJ...they have lanes with some kind of sensor pads that contact all four tires. Older Saabs "fail" this test when brakes are fine, especially when driven by a youthful driver like my son.
Sounds like your inspector was an independent garage and the guy was giving you a seat of the pants inspection, and just jerking you around. I would go to another shop for your inspection.
The vibration under acceleration sounds like an inner driver problem. The passenger side driver into which the front axle is inserted often fails due to inferior OEM lube that is destroyed by heat from the exhaust. It melts and can either fail to protect the driver or leak out and leave the driver dry. Either way the driver gets "cupped" on the surfaces that meet the tripod bearing on the axle. The fix is to replace the inner driver and relube with high temp bearing grease, not difficult or urgent.
The brake pulling problem is more serious. First make sure that your ABS and Brake warning lights come on when you turn the ignition key to run prior to starting. If not, you might have burned out bulbs masking an ABS problem. If warning lights go on and then go out after running for 30-60 sec, then you know that your ABS system is being pressurized and the problem might be another frozen caliper or maybe just some air in the line. I would check calipers for free piston movement and bleed/flush the brake system with new fluid.
If the warning lights don't go on prior to starting, I would replace the bulbs and make sure they go out after start up. If they don't go out, you might have a failed ABS pressure resevoir, bad ABS pump, bad ABS relays(over near P/S resevoir), or bad ABS valves, switches, etc.
Another test is to pump the brakes 20-25 times with the engine off, until the pedal is rock hard. The start the car with your foot on the brake. The pedal should soften up as the pressure builds restoring power brake boost. If not, you have a pressure problem in the brakes as described above.
