Sounds like a vacuum leak, check all hoses and connections. Maybe a leaky diaphram in the turbo bypass valve(hooter) down near the turbo. Suck/blow on the end of this hose and if no seal, replace the bypass valve. Common and easy to replace. A 7mm nut driver or ratchet socket on extension will make it much easier to remove turbo plumbing hose clamps. Screwdriver will do in a pinch.
The other possible item is a bad Air Mass Meter(AMM), but the shop would probably have replaced this if suspect. Symptoms are widely fluctuating idle when cold and /or flat spots and surging under power.
You should also check the idle position switch on the inboard side of the throttle body. It should click just off idle and there should be continuity between pins 1 and 2 at idle. No continuity off idle. Clean out the throttle body with carb spray and a tooth brush, paying attention to any build up on the bore where the throttle butterfly rests.
The only other thing that comes to mind is a bad temp sensor, located on the head under the intake runners, but this is less likely.
