IIRC, Damien S. tried this and went back to PS. Reason is the fluid is necessary in the rack as a vibration damper. Now, it may be that you can somehow cap it off with the fluid in there; honestly, I don't about converting a PS rack to manual.
Other things to consider are your larger tires will make parking maneuvers more difficult as compared to a stock-tired car.
As for weight savings, well, it's going to take a lot more than a power steering pump to make a difference on a +3000# car. :-)
I am looking for alternatives to the Saab rack (though it's not way high on my list right now). If I find something that works, I'll be sure to post it on Saabnet.
Also, you can add a steering quickener. It's a custom job unless you are hardcore DIY. According to rally car construction forum posts, the 1.5x quickener is best for the c900; 2.0 is too much.
