It's been 10 years since I broke a hood release cable but the entire assembly was about $60 IIRC. Call up the stealer and see what he wants for it, then call sobstory.com who will probably get it for less. You release the hood from under the front of the car, it's kind of a contortion effort and you may have to fabricate a hook from a coat hanger to snag the lever arm and pull it back or maybe just get ahold of the entire cable assembly and pull it back. You can also look closely at the mechanism under the dash on the left kick panel and see whether it's stretched or bent or the cable is actually broken...if you can get hold of the cable with a vice grips and release it that way, so much the better.
I had to replace the entire handle assembly under the dash because it was bent/worn. I also removed, disassembled/cleaned the underhood latch assembly and put it back together in the car with some good waterproof grease. Strange, now that I clean/grease the latch annually it hasn't happened again on my 87, knock on wood, propitiations to the Saab gods...
