1. Don't park the car in standing water.
2. Normal brake maintenance on the pre-88 cars (at least on my 84) was to clean and lubricate the front brake yokes every 5K miles. I never did it after the first 10K...maybe every 10K when I changed from summer tires to winter snows..
3. Flush the brake fluid annually. Normally every two years, but in your case get the old stuff out. I like ATE Blue...get it online or from Olympic Automotive.
4. Change out the old rubber brake lines...they're almost 20 years old and certainly porous (or more than they were 10 years ago)...I like the stainless steel braided/teflon lined brake lines. Two up front and two in the rear.
5. Use a quality rebuild...I don't know how your rear ATE calipers rusted, they're generally bulletproof although I did replace one left rear caliper on my brother-in-law's 87 volvo 760T last week. It seems the cylinder gets corroded out near the dust cap (which doesn't effectively seal out dust and dirt if it gets torn or old but that's another story...you can always rebuild cylinders) and when the pads get worn the piston comes out onto this corroded area and welds itself to the cylinder. It often takes a grease gun and 1200-2K psi to get the piston out...ask me how I know this :>)
Lastly, complete brake replacement every four years on an older Saab is unusual IMHO...I can understand rotor/pads etc. since they're wear materials and completely dependent upon driving conditions, but the calipers are hydraulic and unless the seals are compromised or the working fluid is contaminated (there's another story...old Army story, soldiers pee in the brake fluid...don't ask) they should last much longer than four years. You DID flush the brake fluid at least every two years during that four year period, right?
