Help. Base boost won't adjust

My base boost (checked with APC solonoid's electrical connection removed) was only 4 lbs. I adjusted the wastegate arm 2 full (clockwise) turns to get me to approx. 5 lbs. Test drove and still 4 lbs base boost.
With APC connected I get 8 lbs.
With "W" vacuum line to APC solonoid plugged I get 12 lbs and more.
I am running Chevron 91 octane with octane boost for insurance. I am not getting any knocking, even at 12 lbs.
