with the wastgate actuator rod off the wastegate, does the gate move? make sure it is not frozen.
also, turn the base boost up a few more pounds just to make sure. if you can't raise the base boost with the wastegate, something is wrong with the gate. although, there could also be a leak in the intake pipine. make sure all your intake boots are tightly clamped. i was getting extremely low boost once to find out one of the boots was off and boost pressure was being lost to the atmosphere.
