There might be a third pinch bolt, in the middle of the intermediate shaft.
The upper & lower pinch bolts, where the sections of the shaft connect, don't slide. On our '89 the pinch bolts go thru a notch in the other shaft, so even if the bolts are loose the shaft doesn't telescope.
But the middle one (if it exists) is for telescoping the shaft. Even if there's no pinch bolt in the middle, the shaft is supposed to telescope during a collision. If you've got the kind without a middle pinch bolt & it's loose, I don't know how to tighten it.
