Fortunately, the '89 uses the new style cruise control, so the unwanted acceleration isn't an issue.
The tricky part is pulling the wires with the cruise control connector through the opening once you get the stalk bracket pulled down. There is a small black tiewrap that holds a bundle of wires together. If you're lucky, you can get a small enough clipper in there to cut the tiewrap and gingerly work the cruise control wires and connector through the available space.
I didn't get to see if that worked because there were some other things to deal with down there, and I needed to take the lower dash off to get to those things.
So you don't think that the headlight switch is bad, if you test the switch before you sew it all together, the high/low beam switch won't make the headlights change unless the case of the switch is grounded to the mounting point. I thought that the used switch was bad until I figured that out.
The best used switches are from Georgia 'cause they don't use the signals or dim their brights down here.
