900 oxygen sensor voltage fluctuations

Hello,
I'm trying to diagnose the cause of a 1300somthing NOx emissions reading (due to an 1100something Nox county limit).
I've verififed that the air mass meter appear to be functioning correctly. The wire does not appear to be broken and it does the super heat up flash four seconds after shutting the hot engine off.
I've moved on to the oxygen sensor. Here I may be getting significant results but due to the precision of my tester I'm not sure. My Bentley manual says the voltage coming from the single black wire from the oxygen sensor with the engine running should fluctuate between 0 and 1 volt. My electronic tester is only as precise as tenths of volts. What I am seeing is a static 0.1 volt reading. This remains static while removing the oil filler cap. 0.1 is what I get. Period.
Since the correct behavior is the voltage fluctuating between 0 and 1 volts, I am concerned that there may be a fluctuation such as 0.10 volts up to 0.19 volts that I cannot see.
Can anybody help me out and tell me if the voltage fluctuation should be large enough that the tenths of a volt reading should be changing, such as between 0.1v and 0.3v, so that I could see this change with my electronic meter's relative lack of precision?
Also, I do have voltage (13v) at the preheater circuit and the preheater resistance read at 7 ohms.
I'm guessing my electronic meter is good enough and that the oxygen sensor is shot.
